What do I feed a stray cat?

I've found a stray cat and two kittens near my apartment and was wondering what to feed them. I've been giving them milk and just found out that cats are lactose intolerant. I cant buy cat food due to some reasons and moreover, I'm a vegetarian, so I cant feed them meat. Please suggest some things I can feed them.
