Nickelodeon cartoon 90s or early 2000s?

Im tryin to find the name of this cartoon . it was about this girl , i forget her name , but the show was in color and her face was in black and white , like a magazine cutout . (i believe this was the same for all characters) i know she always talked about her uncle luey .any ideas ?????
